Scott Fraser worked as a South Australian police officer before he was the publican of the Exchange Hotel in Gawler for 18 years. Later he became a Councillor within the Town of Gawler representing Carleton Ward in 1997.
He then was elected as Gawler Area Councillor in the years 2010 until his passing in November 2015.
