William M. Dawkins was Mayor of Gawler in 1908-1909. According to Glimpses of Gawler Vol2 p73, William Dawkins lived in "Wistow" in 1913 situated at the upper end of Reid Street between Finniss and Moore Streets; 13 Finniss Street.

He married Eliza Pendlebury Jones (daughter of Gawler Mayor John Jones) in 1878 in the Wesleyan Chapel, Gawler. The couple went on to have four children, including daughter Elsie Parnel Dawkins (married name Elsie Ey).

William Dawkins was Councillor for North Ward from 1900 until 1907 (two terms). He then served as Mayor between 1908 -1909, before returning to Councillor for North Ward in 1921-1922.
