Thomas Alexander Waters was elected as a Gawler Councillor for East Ward 1896 to 1899 and again 1906 to 1908.

He was elected as Gawler Councillor for South Ward in 1909.

Thomas' son Maynard Septimus Waters was killed in action in Belgium on 20th-21st September 1917, whilst serving in WWI. His name is on a commemorative paver in the Pioneer Park Remembrance Garden.
